Coolas we are currently under a legitimate nuclear threat from north korea is it not possible that we are currently under marshall law?

No we are not, and you are still spelling it wrong.  its "martial law"  http://en.wikipedia.org/wiki/Martial_law  Here is a link for you.   I would agree that most FTs were built for primarily freight service.  Interesting note about the B&M FTs.  They had hostler controls in the B unit because the most of the systems turntables could not fit the A-B set. 

Edit: We have been under a "legitimate nuclear threat" since we invented the things.

No we're not, at least not in this universe.

No, it's not possible. First off, martial law isn't secret. It means a crisis has arisen - like a hurricane or a nuclear explosion that wiped out a city, etc. - bad enough that the military has been ordered to take over day-to-day operation of society. ("Martial" means military, or of military arms.) If we had martial law, the President would have gone on TV explaining what the crisis is and explain what was going to happen. Police would largely be replaced by soldiers, patrolling the streets, directing traffic, and trying to restore order. There would probably be a curfew, and laws would be posted as to what people could and couldn't do.
 
...and several railroads still would have had passenger FT's during World War 2.

i am preety shure that north korea has a launch vehicle and viable nukes. i live at ground Zero by patrick air base/cape canaveral launch complex. tell that to the base commander. he will ask u what u been smokin? K2 or bath salts!! P. S. I spelled Marshall corectly. since 1789 the federal marshalls have the last word on what is enforced and what is not!!
