I am looking for a reference to, or information that discusses this type of operating scheme. Are there any specific magazines/articles etc that describe how it is done?

In Model Railroader, see "Timetable and train order operation" by Will Tajibnapis in the August 1999 issue, page 81. Also see Chapter Seven, "Moving Trains," in Realistic Model Railroad Operation by Tony Koester (Kalmbach Books). For more detail, the NMRA Operations Special Interest Group (OPSIG) published an excellent series on this subject by Steve King in its magazine, The Dispatcher's Office. See the website at opsig.org to find the reference and order back issues. And the ultimate prototype reference is the book Rights of Trains, by Peter Josserand, published by Simmons-Boardman. You can usually find that one on Amazon. And if you're interested in a specific prototype, a copy of its rule book for the time you want to model will be a great help.

Buy a rule book for the railroad and era in which you are interested. Rules change over time and between companies. Even though the basic concepts are the same, the details as far as what may be done one way on one railroad may be completely opposite on the other.
If you want an in depth treatise on rules, buy Josserand's "Rights of Trains", available from Simmons-Boardman (www.transalert.com).
Search Google books for "railroad rules" and similar phrases. They have numerous books written in pre-depression era on railroad rules.
Join the Rwyopsindustrial Yahoo group, it is affiliated with the OpSig and spends a lot of time discussing rules and operation. It is about the only place that does. Most other forums either ignore or avoid TT&TO operations.

Not that easily.
The only thread I found was in the "Operation and Maintenance" forum (a curious combination) on track warrants.
