Haven't seen the February issue of Trains, but you might want to buy a copy at your LHS. Doubt that any plans are in the article.

Hi, I was just looking for the same thing, and found this thread on google. You might want to post this on the general discussion forum, as there are more people there.
I have already looked at the railroad paint shop, it is a great place, but they don't have it yet.
Hope to find it.
