Woodland Scenics roadbed to plaster cloth

I've got the risers installed,inclines installed,and plaster cloth installed over the whole thing. Would it be advisable to seal the plaster cloth or use spackle over the plaster cloth ( to fill in the air holes in the plaster cloth and to smooth out bumps of plaster) before glueing the foam roadbed in place? I would also like to know what the opinions are to what type of glue to use. Should I use the WS Foam Tack Glue?
