What is the opion out there, should track be ballasts before or after the scenery is put in. Thanks Phil

Simple answer: Yes --
Whether you ballast before or after depends on when you want to do it -- so there is no "correct" way to do it.

To be perfectly accurate to prototype, your 'dirt' level scenery should go in before you ballast, carried right up to (but not onto) the shoulder of the ballast bed. Vegetation (ground foam, or whatever) should be applied after the ballast is in place. That's the sequence I'm planning to follow when I get to the point that scenic treatment is appropriate.
