To use foam or not?

I'm rebuilding my N scale layout after the most recent of five moves (mostly overseas). I'm interested in using foam but wonder how I can since my layout is set in my ancestral home of south Germany and uses a cantenary system. Anchoring the metal masts for the functional overhead wires is the problem. <br /> <br />grayman
