I think that the vinyl roadbed is sold by Woodland Scenics, so almost any hobby shop will have it or can get it. At a web stor, is should be included with the Woodland Scenics products.
Or you could just go to a dealer and buy a roll of vinyl, or vinyl baseboard and then cut it yourself.
