I am looking to use code 55 vice code 80. I read that the wheels on old stock need changed to the 33" diameter, so the wheel flange doesn't contact the rail spikes as the rail is a lower profile. I get that. What is meant by "old stock", and is there a year associated with this?
Generally, locomotives and stock manufactured prior to around 1980 might have this problem.
You do not need to change the diameter of the wheels, you need to change to smaller flanged wheels of the same diameter.

MicroTrains cars had high-profile wheelsets standard until very recently, so freight cars built up until 2002 (when the low-profile wheels were announced) could be a problem -- and even many shipped after 2002. It was only in about 2010 that MicroTrains began shipping mid-profile wheelsets with everything.
Similarly, a few engines made even after 2000 have deep flanges, so post-1980 is certainly no guarantee.
Note also that the Code 55 wheelset problem is only true for Atlas Code 55. PECO code 55 (which is manufactured differently) works with everything.
