Does anyone know of a website that sells Woodland Scenics ground foam in bulk?

By bulk, do you mean in large enough quantities that you're gaining a quantity discount?  You're probably looking for a wholesaler, or buying direct from WS.

Or are you referring to the bags (54 cu in) of the stuff, as opposed to the shakers?  These are widely available.  For my money, I'd get one or two bags -- they cover a pretty large area per bag (probably 10 sq. ft), and reorder if and when I needed more.  You can find it for around $6 a bag on-line, plus S&H.

Micro Mark discounts the price if you buy 2 or more of the same number.  Haven't compared that price to that available at other dealers lately.

Scenic Express has some foam in 1/2 gal and 5 gal containers.  You would have to be planning a huge  layout or plan to share it with your friends to use 5 gals.  That's a lot of foam.

Micro-Mark sells in bulk, but I desire ground foam in different shades of green or in Fall colors, so I buy bottles of all colors desired. Bob Hahn

I once called Customer Service at Woodland Scenics to inquire whether I could purchase their landscaping products in bulk and was told No.

I am unaware of anything larger than the shaker bottle.

Where can you purchase WS products in bulk, like the 54 cu. in. bag mentioned?

I would suggest looking at the scenics express website also.

They have a much larger selection in ground cover that looks great.

All 3 LHS's w/in a half hour drive of my house sell the bags.

These are just my favorite suppliers, and for the Blended Turf (Green Blend), which is what I use.  Both places have the other colors in stock as well.

The shaker bottle is about 50 cu in, so the bags aren't that much bigger, but they're a lot cheaper (roughly half the price.

Again, though, you can probably cover about 10 square feet with one bag, depending on how thick you lay it down.

That's the problem.  When you are trying to cover a large layout, vendors like Woodland Scenics come up short by not offering bulk ground  cover in anything larger than a 50 cu. in. shaker bottle or a 54 cu. in. bag.   They should sell it in huge bags like a lawn fertilizer bag size.
