Atlas River Pass Track Pack

Does anyone know if you can use the Atlas River Pass track pack but change the scenery a little to your own thoughts using the woodlandscenics sub terrain system

 Sure. The track pattern has to remain the same, or somewhat similar, given the set pieces of track you get, but no one says you have to make a great green forested area for the layout, the whole thing can be made a desert scene if you wish. You'll probably need additional scenery materials than come in the box if you make a major change, as the supplied materials are designed to make it look as pictured. You can elminated the mountain and tunnel if you want, or possibly move it to a different part of the layout - anything you want, really.
