Are you looking for layout design software?  Atlas RTS at www.atlasrr.com is basic and functional, but light on features.  XtrakCad at www.sillub.com is more powerful, but has a longer learning curve.  Both are free.

The more up-to-date site for XTrkCad is http://www.XtrkCad.org The latest version is there, it does not require the free registration the previous version requires, and has rearranged the menus a bit.

The original XtrakCad (version 3.1.4) is still hosted at sillub.com.  However, the author ceased development and allowed his work to be further developed by open source software volunteers at SourceForge.  Version 4.0.1 has been released (runs on both Windows XP and Linux), and no longer has any registration requirements.  Version 4.0.1 can be made to run on Mac OS with some significant effort.  I'm not sure about Windows Vista.  See http://www.xtrkcad.org/Wikka/HomePage for more information and download.  There is an enthusiastic and helpful users group at http://groups.yahoo.com/group/XTrkCad/.  Download files are also available there.

Hope this helps

BTW, XtrkCad does seem to work fine on Vista. I've been using it for a day and haven't run into any problems yet.
