Insulated track - need some help!

<P>I have 3-rail O-scale Lionel track. I want to use an insulated track section to trip a crossing signal. When one rail is insulated off from the rest, the signal still trips. I tried using just one piece of track and the signal trips. I'm sure the insulated rail is not touching on either side - I even put tape inbetween to make sure it wasn't touching.</P> <P>I've tried it on a few pieces of track and get the same result. What am I doing wrong?</P>
