A BB gun? A water gun filled with ice water? An electric fence strung 5" off the ground? A nice bowl of tuna and antifreeze? I planted some specimens of that plant that was SUPPOSED to repel cats...It tried to take over the garden, and the cats slept in it. Your best bet is probably to catch (live trap?) them and take them to the pound.
