A camp in Oregon trying to make it seem real!

I am a Program Staff employee at a local Oregon Christian Camp. Ever since I can remember we have had a very nice "train" we take kids on rides in. It is a modified jeep with coustom made train cars. We have only been able to take it on roads.
There has been some talk around our head directors about building a real miniature train. One that has its own track, traffic lights, crossings, and yard. To a scale of about a 2-foot wide track. The only thing stopping us is that we don't know where to start.
What I am trying to find out is does anyone know where to start a project like that? Is there anyone that can guide us along in how we can make this work?

We have members that might be able to assist.
We have 7.5" gauge but some of the principal are the same.
Another idea is to get a copy of Live Steam Magazine at you local hobby shop.
