I have a 6026W tender I'm having a problem with. If I wire the relay one way it will sound from the word go as soon as you add a little power to it. and the relay does not operate at all. If I reverse the wires the relay will work but not the tender.

check the wire running from the motor's field coil to the terminal closest to the body of the relay. It may be touching the body of the relay.
Here is a page from Olsen's Library of a 2671 whistle, which is the same wiring as your whistle. It is hard to follow the wires with the zip tie on your wiring.

On a second look, it appears that you may have the wires reversed at the relay. The wire from the field should be attached to the terminal closest to the metal frame of the relay. That terminal extends down to the contact at the bottom of the relay. The wire from the brushplate should be attached to the outer terminal.
This is assuming that the stack of contacts on the whistle relay is assembled in the correct order. The relay contact should be close to the relay body:brass plate:fiber spacer:relay contact:fiber spacer: solder terminal for relay coil:fiber spacer:lockwasher:screwAs Teledoc suggests, take a look at the service manual page(s) for the whistle.
I know there backwards right now as the other way the whistle would just whistle and no stopping it other than cutting power. I looked at the diagram and I also rememebred I have a perfectly good one here I can just compare the two and see whats up, if it still does it would you say the relay or the whistle has a problem. As one way wired I get the realy to work but thats it. The other way nonstop whistling
Problem solved I hooked it up correctly still whistled on it's own from moment it got enough power and would not stop unless turned power off. so on a hunch I took that relay out and replaced it with another I had which I thought wasn't any good but it must be as all works fine now. So it was a bad relay.
