changing whistle tone

I have a question all you pros may or may not have an answer for. I have a Lionel red Sox berkshire. I was wondering if there is a way to lower the tone of the whistle found in the tender short of upgrading the sound. Not sure if adding something simple might give it a nice low blow. Has anyone ever tried doing something like this before?

It has an air whistle. You would need to redesign the whistle chamber, or try and retrofit an electronic whistle.
