LW Transformer Repair Problem

Hello All: 

  I picked up an old Lionel LW transformer at a show that needed a new cord.  Prior to disassembling the unit I checked it and the variable and fixed voltage levels were at the proper levels.  So I disassembled it slowly and thought I noted (I took pictures) of all the solder points I disconnected.  I replaced the cord with a new one and reassembled the transformer in  a manner I thought I assumed was correct.  Now though, when I checked both variable voltage posts  with a meter,  they read at 22 volts when the handle was supposed to be off, and it read 18.5 volts at full power.  Variable voltage posts checked out normal and according to proper levels.  I checked both A-U connections and they were similar, 22v off, 18.5 full power.

  What did I do wrong?  Any ideas, or should I get the electrical schematic to review?  I was hoping for some simple correction someone may notice.

  Also, I purchased a repo handle and it does not illuminate the clear plastic number plate on the cover.  Are there supposed to be holes in the handle base to allow light through to the illuminator strip?

Here is the schematic of the transformer. Double check your wiring, as that is the only thing that changed during the repair.
