Wiring AF highway crossing flasher

I have an AF 760 crossing flasher.  I wired it according to the directions, using 2 track trips, one on either side of the "highway" being protected.  I put the track trips on so that the side with the locking switch is on the base rail, then a black wire from the flasher to one of the trips and a second black wire connecting the two trips.  A yellow wire is connected to the 15v bus wire using a suitcase connector.  When I turn on the power, the lights on the flasher turn on and stay on.  Driving the train over the trips has no effect.  The lights do not flash, they just stay lit all the time.  What did I do wrong?

I would check out the track trips. It's possible one has a problem causing a connection at all times. Make sure there is a break in contact while at rest.
