Thanks for all the replies. It now works every time.  I filled in the red hollow base ring to the tube with epoxy to keep from overheating and melting (it had issues).  I then made a small canopy to the bulb and socket from a soda can to hold and reflect heat (screwed down to the socket bracket) and then made sure the bulb snugged up against the tube base.  I tilt the tower for a couple of minutes and "wow".  It works.

Good to know! Glad it's working. I have one that I haven't tested yet but now I know what to look for when I do.
