You have "zinc pest", which afflicts cast zinc trains both old and new. It is caused by contamination by the merest amount of lead in the zinc. It sank the Dorfan company long ago. I have encountered it even in modern trains by K-Line and MTH. There is no cure for it and nothing you could have done to prevent it. The only fix is, as you guessed, to replace the parts.

I used some on my 254E a few years ago.
You will also need a wheel puller to get the old ones off. The new ones can be installed with a vise or C clamp. Be carefull to keep them straight.
Make sure you get the distance between the wheels correct.

Call Jeff at the ttender. Best prices and he will gladly let you harass the heck out of him with stupid questions. Train "tech support." You can knock the old wheels off the axles with a center punch. Takes a little tinkering to get the new ones on straight. I usually drill the holes out a bit before pressing them on with a vise.
