This sure sounds like another round of state - consultant mutual backscratching.  They haven't revisited this topic in about a decade.

The three routes are all flawed.

The NS route has a whole mess of 3 degree curves which need to be eased to get HrSR going.  This route does go closer to the heart of the northern population center (and money).   Trying to do grade separation in towns like Norcross, Duluth and Buford will be expensive.  NIMBYs will howl at elevated ROW. These towns actually use the RR going through town as an attraction.  Might be able to sell them on below grade allignment.

Using interstate highway alignments is a poor choice.  Alignment has some stiff grades, and is not without significant curves, too.  Urban feeders to I-85 are already jammed.  You want to fit MORE traffic on these feeders to get to train stations?

CSX - new alignment is interesting.  Could be really fast, but old SAL getting out of Atlanta is "laid on the dirt" with lots significant curves.  Greatest change if NIMBYs coming out on this.  Once past Athens, it's only chickens all the way to Anderson SC, so zoom!
