Where ia the list for the stations to be up graded ?   The list would give us insight as to where Amtrak intends to continue service.  The opposite view of routes with no upgrades is probably harder to get any idea if the route is a possibility of abandoment.

Not really and that is not how Amtrak thinks before it spends money.   They are running up against ADA deadlines vs paying fines for not meeting ADA deadlines is my wild guess from reading the story since it stated $51 million was to meet ADA requirements.    So my guess is some Executive at Amtrak raised the flag if they do not conduct the improvements by such and such a date the Feds will start to fine them.

Observation from my railroad experience - stations where generally refurbished by the carriers - just before they were closed.  Of course these were railroad owned stations and in the world before enactment of the ADA.
