Newsom and his big mouth is what led to this.   They have the right to cancel it because part of the terms of the funding was the original project would be completed and operational by such and such a date.     Had Newsome been smarter he could have eeked around the agreement like Illinois has by asking for a waiver and stating that conditions beyond the states control has led to an implementation delay and that would have keep the Federal Money in place.   Instead Newsom used the term cancellation repeatedly vs postponment and that is what got California in trouble with the Feds.
