Normally the transaction would be recorded on Amtrak's books.

This disposition could have a simple solution. Sale funds go directly to Amtrak added to be above FY appropriations.
Congess insert into Amtrak bill that all wreck settlements go directly to Amtrak not the US treasury. Make it retroactive. Then those funds would be assigned to purchase replacement revenue cars and locos. These units would be above any designated purchases and funds set by congress.
This sstill might be subject to manulipations but easily monitored.
