Empire Builder delay

Anybody know why #8 departing Seattle on 2/22/19 went from being 7 hours late out of Winona (on 2/24) to 14 hours late at the next stop (La Crosse), and then more than 17 hours late by Wisconsin Dells? It finally arrived Chicago at 9:03 AM, 17 hours off the advertised.
