Again, what is your obsession with poking at the California High Speed Rail project when you don't even live in CA? As for overengineering, those bridges, etc. in the Fresno area are there mainly because the review process in Fresno required it. Example; the most obvious route thru Fresno is to parallel the UP through town (west of the tracks), which required structures like the San Joaquin River Viaduct to get the tracks over the river and the UP tracks. Both north and south of Fresno the line is essentially at grade with roads passing over it
Three large projects of construction package #1. You can begin to see why this project is so expensive based on the engineering. This is just three projects over mostly flat central valley land.
