So in the United States this really only benefits Amtrak? As I don't see anyone else building to just 160 mph.

New rule by FRA extending Tier II from 150mph upward to 160mph, in part to "[help] eliminate the need for waivers".
Will be 'a deregulatory action under Executive Order (EO) 13771, 'Reducing Regulation and Controlling Regulatory Costs', and according to the brief this will save more than '475 million in net regulatory costs.'
