This is an old regulation change ( Oct 2016 ) that changes the New River draw bridge opening schedules. Evidently FEC appplied for this change in anticipation of the Bright line train opration. Now the bridge can be closed for 60 minutes in every 2 hour period. This change may be cited as a precedent for other bridges nation wide with the BOS - New Haven 39 train limit a prime canadiate when Amtrak sees the neeed for more trains daily ? Note for 2 or 3 days BOS -NHV for several years including this year Amtrak has operated 42 - 44 trains some days over the section during the Thanksgiving holiday.

I don't think that it's much of a precedent. The former Conrail bridge across the Calumet River in Chicago was/is manned full-time during the shipping season (April-November) to be raised on demand and required advance notice during the rest of the year to be raised. A business personal was placed in the Chicago newspapers (and probably elsewhere) each year advising shipping interests of the seasonal change.
