Ver-ry interesting.

I wonder if the same ignoramus would casually block a major highway or arterial street.  Whoever owns the track should go after him for trespassing and causing interference with business, both torts in every jurisdiction I've ever been in.

In Japan, every passenger who was delayed would be able to sue the perp, individually, for damages.

Evidently paper took story down. A crane south of Albany NY blocked the tracks for about an hour on Empire service.
