Thanks for all your replies. Still not quite what I am looking for. Well at least not the scale that I am looking for. So I guess we are getting a little closer.
The light rail cars can also be a nonworking kit too. As the rail will be used in a light rail diorama.
Worst case scenario is that I will have to build one from scratch. I was just hoping it would not have to come to that. Would be more easy to purchase one and maybe modify it a little to get the look I am after.

As it is Portland, most of their equipment after the first cars were made by Siemens. Consequently you can get the S 70 and other models from German manufacturers, but in HO or N. I didn't see any in O except some design made by Lenz from the early 20th century. Most German modelers don't have the space for O scale.
Many models, but not the Siemens line, although Duewag was taken over by Siemens so that model might suffice:
