Yes, it is vital and will hopefully prevent catenary failures.
I have video from a coach of a Northeast Regional.

I believe the more important item is that clearing of trees expecially will prevent many CAT failures due to trees fouling CAT. Also tracks will not be fouled.
Most important EARL is on the way ????
aegrotatio The ARRA has funded a spectacular project to bring the Northeast Corridor into a state of good repair. Not widely known outside our forum is the right-of-way clearing project. I have to tell you that one part of this massive project is well underway to clear trees and brush to the properly line and they're doing a great job. In several places there are paved access roads and new fencing and lighting. Also, earth-moving equipment is seen in many places. It's great to see this important railroad taking an important, 40-year-late step to reduce delays from falling trees.

Aegrotatio: The spending for this ROW improvement from ARRA funds is $51.5M BOS - WASH; $3.1M Springfield line; & $4.5M for the Harrisburg line. This improvement will last for many years. I believe that vegetation that only grows to a short height is to be allowed.
I can hear the screams from the Green Weenies clear out here in the Dessicated Desert:
They're cutting down all those beautiful trees!!!
(Which they noticed as they drove their 4WD SUVs to the mall...)
