Mississippi Flooding moving Builder to the BSNF tracks on the east

This Empire Builder (train 8/28 of March 23) did not detour.  The train ran its regular route the whole way, and made up 9 minutes on the trip from St. Paul to Chicago.

  Where is Dunn Siding?  There is a Dunn interlocking in the BNSF/CP joint trackage south of St Paul.  Is there a new set of crossovers/siding in Dunn County, WI?  I know power crossovers were installed in Bay City WI.  There is a control siding at East Winona as well.

Listening to the scanner this morning, the eastbound Empire Builder is using the BNSF tracks on the east side of the Mississippi River south of Prescott, Wisconsin. It was last heard from waiting on the siding at Dunn. Flooding on the CP tracks on the west side of the river has closed that line. Usually the flooding is near the Prairie Island Casino and Red Wing, MN where the tracks are along some pretty low, flat land. Anyone have more info?
