How and to what extent will Amtrak be affected by the coming federal shutdown?
Probably not at all.
Amtrak probably has carry over funds and if not it has plenty of borrowing capacity with the large grant given it.
Amtrak is quasi-governmental, so I don't believe it is directly affected.
At any rate, the shutdown isn't happening now. A continuing resolution was passed that runs until November 17.

Worked for the Feds twice now. Pending shutdowns even if they do not happen are very expensive because you have to take time out and decide what operates and what does not. Which contractors are necessary and which are not. Very time consuming process that costs money which I suspect Amtrak went through to some extent. I would be curious to know how much money or time Amtrak spent trying to figure out if it was impacted prior to the pending shutdown. I wish they would publish that to the public.

Thats probably how it should work but in the information technology area. Nobody documents much on the Government side, they all carry it around in their heads based on the experience they have gained. People shift around and the knowledge is lost. Same deal to a lesser extent on the contractor side. So without fail every pending shutdown they first have to determine if the IT system is deemed critical.........then they have to find out who the essential contractors are. For paid contractors in the IT area, they still get paid out of company coffers even if the Feds do not pay, the company collects later from the Feds. However, they cannot do work for the Feds during a shutdown in a lot of cases, so it becomes either a work at home day for the company (you cannot work onsite) for a paid day off which is free and does not count against allowable days off.
BTW, the White House issues security directives based on the geopolitical situation sometimes..........which complicates the pending shutdown decisions further.
