I may be mistaken - I believe the 30K room minumum applies to Super Bowl venues, not the NFL Draft.
When Jacksonville hosted the Super Bowl in 2005 they did use ocean going cruise ships as additional 'hotel' space to meet the NFL requirements.

They should be talking with WisDOT. Amtrak needs supervision unless you want to be disappointed.
What route options are even available? The CP to CN connection at Duplainville was ripped out a few years ago. WSOR to CN at Rugby?
There is rail connection from CPKC's Miller Line to Watco's WSOR to CN at Slinger.
It might be possible to use parking at American Family Field.
Perhaps the Packers should contact North Star Rail - they have a fleet of Amtrak-qualified passenger cars and experience working with Class I railroads.

There are only a very few cruise ships that can visit the Great Lakes and they're busy all year. The two Viking ships do Antarctic cruises when they're not on the lakes.
The St. Lawrence Seaway doesn't open until the end of March, and even if the cruise ships made it up there, it would be to early to start the GL cruise season after the draft. Ther still can be ice remnants in Lake Michigan in April.

I've always wondered, but have never seen statistics regarding how much of the draft attendance consists of locals versus people who traveled to the site. For Vegas, with all its available hotel capacity to be only half of the Nashville total makes me suspect a high percentage of locals.

The NFL being the NFL - the numbers they are pushing may be of New York real estate mogul proportions.
Perhaps we will see a lot of private passenger cars heading to Green Bay. There are a lot of sidings peppered about the City, and even FOXY branch lines, that are just a short Uber ride away from the Titletown Complex and Lambeau Field and could host a string of private varnish for 3 days.

I think those numbers are overstated as well. Lets not forget that Milwaukee with it's lack of hotel rooms almost hosted a National Political Convention and the method they chose to do that was via remote sites and video conferencing. My expectation is Green Bay will do similar with the draft. I don't think the NFL would have selected Green Bay for the draft if hotel space was even an issue. I suspect the reason for the ask on rail passenger service was to provide a means of transport via the Fox River Vally hotels along the rail line to Green Bay. Lets not also forget the rather close proximity of the former C&NW station in downtown Green Bay to Lambeau field.

We have one of those in the family in Milwaukee. Central Standard Distillery is co-owned by an extended family member, has a nice rooftop eatery and is near the former site of the Milwaukee Road depot in Milwaukee. Forget what street it is on but near the freeway good food and drinks.
Anyhoo the Green Bay Depot establishment is definitely on my list of places to visit when I am in Green Bay next. The Milwaukee Road Depot in Oconomowoc has a reasonably priced restaurant with large serving portions, eaten there a lot.
I know that many NFL stadiums have the draft shown on their Jumbotron screen and people go there to watch. I wonder if those numbers are included?

Titletown Brewing is right next door to The Depot Restaurant, and as a Cheesehead who frequented more than a few of them, I can assure you that you'll be able to get a cool and frothy "brewski" at more than a few establishments in Green Bay into the wee hours of the morning. Bring your pool cue and darts!
The Whistling Straits Golf Course is located approximately midway between Manitowoc and Sheboygan. It has hosted three PGA Championship Golf Tournaments over the years and a Ryder Cup Competition. Over 320,000 people attended the first PGA Championship in 2004 and the subsequent events have drawn in that range.
Hotels in Milwaukee, the cities on the coast of Lake Michigan, Green Bay and the Fox Valley are all within easy driving distance of Whistling Straits on a daily basis.
Likewise, all those hotel rooms are within easy driving distance of Green Bay. Downtown Milwaukee is 118 miles from Lambeau Field at 1265 Lombardi Avenue in Green Bay and is less than a two-hour drive.
A passenger train shuttle from Fond du Lac through Oshkosh and Appleton might make the most sense for a shorter train ride that could bring passengers to Green Bay from hotels and airports in those cities.
The 2023 EAA Fly-In in Oshkosh had 677,000 people attend this year. That has been occuring for decades. That fills up hotel rooms from Madison over to Milwaukee and up to Green Bay and everything in between.
Wisconsin knows how to handle large events like the NFL draft.
And there will be plenty of the three official State of Wisconsin foods - beer, cheese and bratwurst - for everyone!

Nashville was the last "normal" year before Covid. There were still restrictions in place for the Vegas draft, like having to wear masks while flying, that no doubt kept attendance down.

In addition to all things NFL and 13-time NFL Champions Packers, the National Railroad Museum in Green Bay is just a stone's throw from Lambeau Field and has a great collection from all across the fruited plain.
And not all that far away, the Mid-Continent Railway Museum near Baraboo has a nice collection also of smaller branch line-type of equipment.
And you can catch a lot of CN activity in Neenah and CP activity in Milwaukee.
