I am not sure if this is the current pared down bill or the bill before paring down, given the reduced amounts for Amtrak I tend to lean this is the pared down bill:

I see there is a line item for 'carbon pollution reduction' in FHWA.  There is no comparable one for the rail category, which leads me to wonder if it is rolled into the R&D or other program details.

In a Railway Age article summary under CRISI:   New preferences are added for projects ... and for zero-emission locomotives.

Railway Age has a good summary.  The bill reaffirms Amtrak's mission is for a national passenger rail system.  Amtrak must also be more transparent with costs charged to state supported services.
