I doubt very much that $13B would be the final cost. Based upon other greater NYC projects of this magnatude I suspect the total cost will be approaching $20B when all is said and done. That's why I keep preaching that when the project is finally done its with the understanding that the Feds commit to a fixed $ amount as their share and the states have to pick up the rest including any additional costs above the $13B.
