They tend to cause traffic to slow down and/or stop.</p> <p>How long were the motorists delayed? </p> <p>When I get stuck in traffic, I rant to myself, mercifully, that America's motorways are a failed system. But when I look at my watch, it usually turns out that I have been stuck in traffic for less than five minutes. </p> </div> </blockquote>
