This notes that 21,850 riders came and rode during the grand opening of the improved serice. Free is a great draw but it does familiarize people with the new service.

As reported in the Hartford Courant, traffic over the weekend was very heavy.  "Free" probably sparked the enthusiasm for the train?

On Monday, which was the first day of revenue service, according to theCourant, the commuter turnout was relatively light.

Connecticut Department of Transportation Commissioner James Redeker predicted the new commuter operation would eventually meet it ridership and revenue goals, but it would take time - three to five years - to really catch on.

I lived in Hartford for four years.  I frequently took the train to NYC.  I am keen to return and have a ride on the new commuter trains.
