I've heard talk about a possible route from Boston North Station to Montréal. This route could be pretty popular as Montréal is a very popular destination for Bostonians. Most of the track that would be necessary is present. The proposal has it following the Capitol Corridor beteween Boston and Concord, and continuing onwards to Vermont. Where it would meetup with the Vermonter which is set to go to Montréal as well as the Adirondack. The proposal can be viewed here: https://www.massdot.state.ma.us/Portals/25/Docs/Appendix_F3.pdf
There hasn't been any passenger service on that route since several years prior to Amtrak. It sounds like a lot of wishful thinking.
I believe the track north of Concord towards the Central Vermont and Montreal has been mostly removed and the right of way turned into a rail trail. Good luck with getting it restored any time soon. Like within our lifetimes.
The tracks have been removed from Concord to Lebanon, but if tracks were set they could be laid to allow for high speed trains to come through. Instead of relying on old freight tracks.
NH could not even get the Boston commuter route extended the few miles to Nashua. And of course they don't contribute toward operating expenses for the Downeaster which runs thru their state.

I've heard that MBTA Commuter Rail could be coming as far north as Concord in the next decade.
