Cannot read, but past history would suggest IP is undercapitalized.

From what I am reading he ticked off the state by reducing employment so dramatically after December (which is normal in this state) but here it is Mid-Februrary and he has not hired anyone back yet for training for the March opening.    Also, the plans for making the 100% tourist railroad a true shortline railroad with frieght traffic have kind of fizzled out.

They are worried about the amount of folks let go and the fact IP has not hired anyone back yet for the March ramp-up of service.
