MBTA seems to be backing out of a previously negotiated agreement.
Never too old to have a happy childhood!
I am guessing someone pointed out to MBTA that they did not have the authority they thought they had to enter into the agreement. I am guessing it is someone concerned with the financing of the project.
I am guesing that if they do not live up to the agreement they will not be running their trains on Pan Am tracks after PTC deadline.
I also find it verging on the hysterically hypocritical that the publicly funded comunter operators, who are hauling passengers after all, are as a group far behind the freight carriers as a group in implementing that great safety improvement PTC.
