Update
C&NW, CA&E, MILW, CGW and IC fan
Well currently they do not have the money so that last paragraph says it all unless they make public how they intend to get the money needed for construction. I suspect they are waiting to see how Brightline works in Florida because there is no real reason other than lack of funds why they cannot start construction in late 2017.
