<p>How much of the 1991 ISTEA allocated funds for previous toll road construction flowed through to the states is unclear. In any case, the states that had built toll roads got some money, which was used for a variety of post turnpike construction projects. I fail to see, however, how my premise that tolls might influence behavior is negated by the 1991 ISTEA or any other highway funding act.</p> <p>What the government did or did not do with respect to supporting or retarding various modes of transport in the U.S. is irrelevant. It is history or a sunk cost. It cannot be reversed.</p> <p>What are the best solutions to solve America's transportation challenges? This is the key question. The answers require an understanding of the engineering, economics, finance, environment, and social parameters. Most important, however, it requires an understanding of the politics. Each of the aforementioned disciplines could get a tick mark; yet the solution could fail because it is not politically acceptable. </p>
