They claim 186 mph top seed, yet it will take 2 hours to cover the 130 miles?

To the extent they use existing rail corridors they will be bound the horizontal curve limitations of those corridors. A 186 mile bullet train can not go around a 5 degree curve notably faster than a conventional train.

Wonder how KCS feels about this?

Although Mexico has been trying to cut its reliance on oil revenue, 31% of its budget comes from Pemex. The recent drop in oil price could cost their budget about $40 billion if it stays low. Mexico currently produces about 2.5 million barrels each day. Some of the OPEC countries are also hurting, so maybe they will do something and we will be back to $4.00 gas. If that happens, then Mexico can continue their plans for high speed rail.
