<p>Under the <em>The Amtrak Reform and Accountability Act of 1997 (P.L. 105-134), </em>the DOT preferred stock lost its voting rights and liquidation preference against Amtrak assets. The original voting rights of the common shareholders were restored, and the common stock was supposed to be redeemed by Amtrak at its fair market value by October 1, 2002. It has not been redeemed. </p> <p>I don't know the ins and outs of the issue. I suspect that it has to do with a determination of the fair market value of the stock as well as related control issues. Since there is no market for the stock, determining a fair value for it would be difficult. </p>
