Private may not be as strange as many people think.  A consortium of private investors is promoting private passenger rail in Italy and Florida.   Promoters in Texas will have two huge hurdles to overcome.  The car culture is as deeply imbedded in Texas as any place that I know of.  And Southwest Airlines is this states high speed, mass transit option.
