The permitting required to build power plants (merchant and otherwise) was challenging but obviously not insurmountable. TX 130 and TX 145 (mentioned in another post) are toll roads.  They have nothing to do with the Interstate Highway System, other than TX 130 connects with I-35.  Note the designation TX in front of the route number.
