I think not.</p> <p>The permitting required to build power plants (merchant and otherwise) was challenging but obviously not insurmountable.</p> <p>TX 130 and TX 145 (mentioned in another post) are toll roads. They have nothing to do with the Interstate Highway System, other than TX 130 connects with I-35. Note the designation TX in front of the route number.</p>
