I don't know the story, but I think it's safe to assume those pieces of equipment aren't strictly "abandoned." They're certainly owned by someone. Possibly an historic group storing them there until funds for restoration are raised? Possibly they're waiting for a permanent home? Anything's possible.
I'll bet it was Juniata Terminal - Eric and Bennett Levins's shop. The E is probably the parts-feeder for their two, gorgeous PRR E-8s.
