Not bureaucrats in Washington and Austin deciding. </p> <p>What's needed? Just try to get consensus in a focus group. Or here is the analogy that I like. Put two transportation economists in a room and in a half hour you will have three different opinions on how to move forward with a transportation issue.</p>
