Report that Portal had a power failure and could not close. Speculation may be that commercial power to bridge caused this problem. This is just one reason to convert the CAT to 60 Hz so there would be a back up source of power to the bridge.

Can't we just give a coupe of train men each a crank to open it by hand like they do in Lewes? Think of the money Amtrak would save.

Last time I looked, the Hell Gate was a fixed arch, high enough to clear most ocean-going ships (The ones that can't clear it won't clear any of the East River bridges either.)
